White working class males are among the most disadvantaged when it comes to education, excluding small groups such as travellers, they have the lowest educational attainment. It will be interesting to see if there is any reaction to this on the far left of British politics.
Sorely needed, being a white male in the UK now is one of the hardest starts in life. Worst educational outcomes, highest rate of suicide, activity discriminated against in univeristy and job applications. Many jobs simply not open to you. You will be out earned by other demographics all while being the target of vitriol and abuse in media and comedy with no remorse or recourse.
And if you object to this, you will be label racist and misogynistic. Policies this are nice, but we need to root out the key issues and go to a blind hiring, meritocratic only system.

At this point can they just create a single scholarship program for everyone?
you can go to Russel Group-level unis when you come from low-income, low-educational attainment areas. I think Durham has foundation courses where offers are given mainly to people from the local region. Leeds, Sheffield, hell even Oxbridge have foundation courses for students from such backgrounds.
Who tf wants to go to the University of Bradford apart from international students?
