It looks like a tollbooth, or a ticket office. I know there was an old stadium near there, could it be the old entrance to that? The Wandsworth coat of arms is on the front of it.

Old police layby. When police on patrol on foot it gave them a spot to stop and rest or get needed paperwork. A storage area. Able to use in emergency if needed.

Whatever it was, it’s a shame that it seems to be let fall into disrepair.
Assuming it’s water tank on top, an olde horse drinking fountain?
