Help Deciphering US Naturalization Record

  1. I’m helping a friend with their family tree, and I wonder if anyone here can help me decipher the attached is USA Naturalization Record from 1914.

    First question is Joseph Beelat’s last name. Some family members spell it Beelat, some Bulot, some Bulota. You can see in the attached document that Joseph may himself spell it several different ways. I assume this is because English, and the Latin Alphabet, fail to capture the particularities of his natural Lithuanian?

    Second question is locations. Joseph claims to be from Smalinca, Russia, which I think means Smalininkai, Jurbarkas, Lithuania today. His wife, Magdalene, claims to be from Koyno, or Kovno, which I think means Kovno, Kauno, Lithuania today. Does that sound right?
