Interesting premise, though I’d make a few suggestions:
Gondor was the successor state to Numenor that *didn’t* fall into evil, but there were others who did. So if we set Numenor = Kyivan Rus or Cossack State, then Belarus or perhaps Moskal-occupied Circassia (originally settled heavily with Ukrainian Cossacks, de-Ukrainized under the USSR) would be Umbar.
I’d make Hungary Isengard, since they used to be on the side of good, turned evil, and tried to drag Rohan (Poland) down with them.
I’ve noticed there are quite a few unnamed towns, e.g. Bucharest or Chisinau..
