It’s not a bad idea on the criminals’ behalf. Criminal gets arrested. Criminal throws drugs in police officers’ faces. Police officers testimony and evidence against the criminal is now inadmissible due to the officer being on narcotics.
Criminal can now claim that the officers story against him is a complete fabrication because he was demonstrably (and testabily) high as a kite.
