Yes, around 8 years ago before they put that fence I went down to the bottom with M.U.S.E.U.M. I remember we had a rope. Last May I jumped over the fence and took some pictures down those stairs.

You cannot go down to the bottom of il-Maqluba without an Environmental (Nature) Permit.
