These questions have been asked here a lot if you search. In short, they are effectively the same but are associated with different main signs. Blue has the blue parking sign and yellow/red the red/blue no parking sign. The difference is that parking refers to actual marked parking areas whereas the no parking refers to roadside/streetside parking without market spots.

Blue ones add a restriction (used with signs that mark a parking place), yellow ones add an exception (used with signs that forbid you from parking)
as others said the meaning is the same. the color is different because the [vienna convention on road signs and road signals](https://en.wikipedia.org/wiki/Vienna_Convention_on_Road_Signs_and_Signals) says the additional panels should have the same color as their parent sign. finland is one of the few countries which follows this rule.
