What does this sign mean?
I know this means no vehicles, but what does it mean in regard to pedestrians, cyclists and horses etc? I have looked online but find conflicting answers. Any clear guidance would be great!

No driving allowed. Horse riding is okay, and cycles must be pushed. Mopeds must be pushed with engine turned off.

Art. 18 says it’s for all vehicles in both directions, art. 2 says riders/people leading large animals are exempted in this case.
