1. Didn’t you already post this to r/suomi (seems to be deleted from there now), where you got an answer?

   As already mentioned in several similar threads, the times below these signs specify when you need to follow the sign. Outside of those times it is as if the sign did not exist

   Outside those hours you can park and during those hours it is only for loading.
