A question for underground know-it-alls: why when every station has both circle and district line stops do only some stations show circle line as an option to change?

I believe TFL do this to encourage changing at certain stations for crowd control/ ease of access reasons. But I may be wrong lol
At a quick glance, it seems like all the interchanges where they show circle line is at less busy stations.
Maybe it’s to reduce people waiting around in busy stations?
