Northern Europe is absolutely saturated right now, standing water in all the fields.
It’s been raining for like 3 months straight.
The Worp on the other side of the river the IJssel from Deventer. A few more cm and Deventer is going to flood. This side is designed to flood. The hotel on the left has a plaque inside with several markings on it from the last few floods.

Some parts near rivers are designed to flood, so some cyclepaths and greeneries will flood from time to time. This is by design.
That said. Additional measures have been taken in the city of deventer as a precaution.
