Nope. That’s on you. (also you I’ve never heard of roaming data being on by default) Are German telecommunication laws retarded? Yes. But also trust me when I say that win sim is among the less criminal of the bunch.
Did they inform you via SMS that the costs are that high? They have to do so by law.
I experienced the same with Vodafone DE in ASIA.
Bundesnetzagentur confirmed this and Vodafone had to credit the amount back.

Winsim is one of those cheap providers that are only cheap if you stick to their very limited included services… so nope. They won’t reduce your bill …
Got charged 60€ for getting to close to Switzerland and going into airplane mode to late. Sh** happens. Lesson learned. ¯\_(ツ)_/¯
Happened to me recently with one of the big providers in a non EU country. Since then, data roaming is always deactivated. I lost the same amount of money for few mbs (mostly mail and messages sync)
Switch to prepaid – can’t steal what they don’t have.
