Any taxi driver with a taxi plate and psv licence should be reported and fined if they refuse to take a fare.

We have uber in my city and it fixes everything I hate about taxis. Prices are 50-60% cheaper. Never a problem getting one because anyone with a car can for it, full time or part time. The trip is confirmed before you leave your location. You can chose a quiet trip. You can tip later, or not at all. It’s a great service.
