Mandatory black boxes in every car as condition of sale, insurance and mot. Police can immediately see if a car doesnt have one. Speeding results in horrific insurance. Much easier to catch people without insurance. Opens up possibility of dynamic taxation in the future. Roads get much safer. People who like speeding and value their car a oce other people will lose their shit.
