I don’t know what is it about the UK, in most other countries dogs must be kept on a leash at all times. In certain places a muzzle is also required.
I had a German shepherd growing up we never walked her without a leash unless we went somewhere quite far and if she was let free she had a muzzle on.
And she was KNPV trained adopted from a reject kennel due to hip dysplasia that was a dog that would literally die of thirst if you commanded her to stay put and didn’t release her.
We also had a mixed breed pinscher despite not being able to threaten anyone and being scared of its own shadow it was also always leash or muzzle or both.
This was both because you would get a substantial fine if you were caught walking your dog without one and if they would bite anyone the dog would very likely be put down which is worse than any punishment we as owners could get. So even if we didn’t care about other people or our own money we cared about our dogs.
Make it mandatory to have all dog on a leash or face a hefty fine, have a list of breeds that require a muzzle too or again a hefty fine.

That last bit is important. Most people I’ve seen with these things looked like they would get yanked along with it like a cartoon if it decided to go beserk.
