We tend to keep players around who are very injury prone throughout their career. In addition we play the most games plus have the most national team players while having very little rotation, partially due to a too small roster, partially due to coach decision. We have to rush players in after injury and play players who are ill because of lack of alternatives. I am not surprised we lead this statistic for this reason.
Keep in mind the squad is small and someone like Neuer being injured almost and entire year will influence that statistic. However we traditionally always had very injury prone players which is probably not a surprise because of the high athleticism top athletes possess and how many of them go over their physical capabilities.
