  1. Something like “What lowlife is always leaving garbage in the garbage room? Take your crap to the collection center”.

I assume someone repeatedly just drops their things outside of the bins, eg. because it is too large, or too much of it.

  2. Commonly people will dump large things or “Sperrmüll” in the garbage room and this is not allowed, as garbage disposal only carries out things in bins, you’re supposed to dispose of large things (Couches) yourself, by either

    1. Breaking down the whole thing into smaller pieces and then tossing it in the bin

    or

    2) Driving the thing to the garbage disposal site where they wil receive your large trash

Some people however are lazy and just dump the whole thing in the garbage room as “free donation” but in the end everyone in the house pays for its disposal, which is why the person who put up the piece of paper is probably mad. Like why should I pay for the disposal for something somebody else is willfully disposing off illegally.

  3. Jeder Gemeindebau. Sowie die Zeitungen und Inkasso Briefe auf dem Postkasten.

  5. Assuming it’s bulk garbage you’re supposed to bring bulky things to garbage centers. Garbage collection doesn’t take those. If they are there long enough your landlord will order someone to pick it up adds the cost of the collection to the Betriebskosten
