Anyone not declaring income via lettings be it long or short term is breaking the law and should be prosecuted.
I suspect most will just setup companies to operate them and will pay corp tax which will likely be less than income tax as an individual assuming they are still working a normal job.
If there’s profit to be made, nothing will change
