This is absolutely monstrous. I can’t comprehend the pain this poor dog went though.
Given the nature of some of the horrible people who own this breed of dog, it wouldn’t surprise me if it was someone who decided it was now too much bother to keep any more and has burned off/removed identifying features.

Dear god, I hope the head wound took him quickly and the burns and mutilation happened when he was already dead. No living thing deserves this.
