It might not be an excuse but it is a reason. People are desperate and desperate people do what they can to protect themselves. If you want people to stop shoplifting out of need then you need to make it easier for them to feed themselves without resorting to shoplifting in the first place; it is not that hard to work out.
The law needs to be tougher at this rate. No excuse for shoplifting regardless of financial situation. Plenty of food banks and benefits around. Not fair on hardworking people who pay their way in the world either.

I was a carer for eighteen years, each day of those eighteen years, was a cost of living crisis. I never resorted to theft, I just did without, and tightened my belt.

Never agreed with stealing… this is just people getting their money back from the real thieves (corporations) who have used every excuse to overcharge you. I’d never do it myself but more power to the people who struggle to eat because of corporate greed, A few snacks won’t hurt the big chains but will stop many poor people from starving.

Packs of biscuits, chocolates, loads of tins of tomatoes and 1 pack of rice. What am I supposed to do with that?! Also my local food bank is now limited to 3 uses every 6 months no wonder people are shoplifting at least I can choose some healthy options I was not given any fruit or veg or anything to even make a meal with unless I was going ti live on a family pack of biscuits nd white rice with tomatoes over them

Cost of living crisis would be significantly less of a crisis if the billions the tories have embezzled through VIP PPE lanes, big bonses for their business mates and their regular offshore tax havens were available for correct payrises for everyone else, put money back into public infrastructure etc and give us all a better standard of living and country to live in
