  1. Not sure why OP of the original thread didn’t mention the artist but i think its one of the illustrations from Utagawa Yoshitora.

    He created quite a few illustrations of London, English people and American soldiers despite never setting foot outside of Yokohama. So this illustration is from descriptions without ever seeing an Englishman for himself.
