EU still buying $1bn of Russian Arctic LNG a month (Belgium accounts for 35% of this, despite making up under 3% of the EU’s population)

So Belgium buys 17.5% of Russian LNG, and 17.5%/50% = 35% of the European Union’s share of Russian LNG. Why so much?
