

View from the outside and back of the loft door, it is approximately 2x21ft and the ladder that came installed is incredibly unstable and extends at a 45° angle across the staircase. Thought I’d see if anybody here has advice for making a better access method or could point me in the right direction

On the more expensive side, but you can wedge it against the stairs so there will be no way for it to fall, plus the height is adjustable so you can get a decent angle.
What kind of house is this? It’s like nothing I’ve ever seen before.

Make a hole above the entrance to that doorway and put the ladder against the right wall. It’ll be more tucked away, and less dangerous. And the entrance to the attic will have more height, and not be through the small door and horizontal.
Can you not move the hatch to the left, so its in the room and not precariously over the stairs that’s just waiting for any ladder be it DIY or quality to slip and drop you back first down the stairs and hand you a blue badge.
Just save your money and learn parkour.
We have similar access to ours though not above the stairs – it’s above another door for the bedroom beneath it.
Standard loft ladder did the trick for us – in your case it would probably make sense to cut it to an appropriate length at the bottom so that it lies at a better angle.

It would be more useful to have a roof hatch right above where you are standing now or above the bottom landing at the stairs. Then you could have a nice fold down loft ladder
I can see ways to give a cat easy access to the loft. But for a human you need some sort of removable platform surely?

I would build a flat ramp that firmly wedges from the stairs to the opening. Less risk of falling than a ladder. Just need to store it somewhere handy.
Your dad goes up in a very unsafe way, that only he is allowed to do. Sorted.
Depending on how fancy yo might want to be, a set of [Bcompact hybrid stairs](https://www.archiproducts.com/en/products/bcompact/wooden-retractable-stair-bcompact-hybrid-stair_468900) would fit nicely against the left-hand wall in the first picture
This is crying out for some sort of drawbridge. Go up the stairs, turn around, lower the drawbridge, crawl into the scalextric room. For bonus points drill holes in the floor for the boiling oil.

What about one of those telescopic ladders? Put it on a hinge attached to the wall below the door, then you can fold it up when not in use.
