  1. while in normal cases market consolidation could be bad, since gesetzliche krankenkassen are public bodies,**they are de facto non-profit organisations**

    so consolidation helps with cutting bureaucracy costs(each Kk has its own president,vice president,secretaries , headquarter etc.)

    while health insurance costs have increased in Germany in the last 2 decades, this has happened in the context of an aging population

    German public health insurance is cheap for those who need it the most,like low income earners,but the quality of healthcare system is still pretty high
