It says “chocolate drink” and specifies water in the instructions. Not sure what you mean by lies? You get the same stuff on pretty much every machine in bars and restaurants these days.
It’s true that milk-versions taste better, and we buy powders like O’boy and Nesquik for that, or melt our own chocolate. These bags are more useful when hiking and such though, or just need a quick fix at work, and we avoid the inevitable build-up of ‘snerk’ (the unpleasant film that gathers at the top of the milk).
