It would appear to be an event to rebuild Mariupol organised by the Russian consulate.
Article 3 of the Vienna convention on diplomatic relations allows for any embassy/consulate to host as many events as they like (even political) in the host nations. Pop into Hilton Moscow’s conference hall and see what the U.S embassy is up to every other month. It’s not positively received but it’s accepted that every embassy is there to push the agenda of their state so you could call every embassy a propaganda establishment in a way. Visa processing is the smallest part of their operations, espionage & PR is the main BAU.

I like how Europe allowed Putin to terrorize Europe, annex Georgia, ignore Putin’s EJK program across Europe, and then feigned surprise when Putin invaded Ukraine.
There’s a lot of valuable info there just by inferring Europe’s appetite for political risk because of what they allowed.
