A few months back, there was a video of Dmitry Medvedev in a similar black leather trench coat. He was strutting and scowling around some Russian tank factory that apparently just needed a visit by a minor, totally irrelevant Putin minion in order to inspire them to start producing 120 T-90 tanks every week like they were supposed to.
I read it as ‘cosplay’ and I think that’s not a bad fit.
