Not a fan of these air vents, one can’t control the air flow or close it – and usually the heating system are below the window and when closing the curtains it produces condensation… But is this normal or a way to change this system?

In really cold weather we used to put painters tape over most of the vent. We still do, but we used to as well. Need to remember to remove it in the spring, otherwise all sorts of air related issues will appear
Is it missing the piece controlling airflow? Almost all of those have summer and winter modes.
There should be switches on top on both ends that you can use to control them
Show it to the building maintenance and/or your landlord. They are the responsible ones.
