I think Robertson exaggerated the benefits of those offices, but he is right that 99% of their function is all about drumming up business. They usually piggyback on UK embassy infrastructure – which limits total costs – and are relentlessly focussed on marketing Scotland and assisting Scottish businesses in reaching out to new markets, and they have had real success here.
It’s not all just a jolly for some SG civil servants on tour – even if there is a bit of that too.
