I would like to exchange an EU driver’s license for a Norwegian one. On the form they ask you whether you need glasses and I would like to answer truthfully. However, then it states the following:

Does anyone here know where I can find the list of approved optometrists?
I’ve called Vegvesen and they refer me to Helsedirektoratet. I then called Helsedirektoratet and they refer me to Vegvesen. So they both don’t know how I would obtain an Eyesight Certificate.

Pretty sure any will do. Call an optometrist and ask
Any physical store that sells glasses is going to have an optometrist on staff. You can safely assume that any optometrist in Norway is approved. They have to be in order to legally prescribe glasses. I have never heard about illegal underground optometrists operating in Norway.
Even if you happen to find an optometrist that for some reason is not actually approved, nobody is going to notice. Vegvesenet doesn’t have a list of approved optometrists either, they just check that the paper you give them looks reasonably genuine.
You can go to Synsam, interoptikk, Brilleland…. I went to Synsam. It was about 300kr and they emailed Vegvesen with the results immediately.
