Those are not your controls. Your controls should be (usually wall-mounted) devices in the rooms.
Those dials are used for balancing the water flow to the individual rooms, **do not change them.**

that’s the heating system and not a control. what exactly are you trying to do? does your apartment not have radiators that you can turn on? maybe you have a console on the wall in some of your rooms and it’s floor heating?
As said by others that is not the control system. Contact your landlord or a technician. Doing something here without knowing what to do can cause issues.

They have initially been adjusted for [Hydronic Balancing](https://en.wikipedia.org/wiki/Hydronic_balancing) and you will fuck up the whole system if you touch them (as in “significantly drop efficiency” and not in “let it explode”)
You are looking at the distribution unit, the upper pipe is where the water goes into each room and the lower pipe is where the water comes back from each room. You can see one ending attached to the upper tube and the other end attached to the lower tube for each label.
1. the red valve below the heat meter being closed or
2. there being another closed valve somewhere else in the building or
3. the furnace being turned off or
4. the pipes in the distribution unit being actually hot and you just haven’t waited long enough for the heat to have heated up your floors
That’s a floor heating system. The red valve generally allows water to flow to the various sections. You can control each section by allowing water to flow through the bottom dials. Usually you should see some transparent things which show the current amount of flow but I cannot see them here so you’ll need to try a little bit. If the room is too cold, allow more water to flow.
For now, turn the red dial so it’s aligned vertically. Fully turn on all bottom dials. Wait 10 minutes and the pipe should get warm. Wait another 6 hours and the floor in the rooms should start to warm up.
The system is very inert so it may take a few hours until you start to feel something.
Then, turn back the bottom dials and every few hours check if the temperature matches the desired temperature.
