The best thing for Canada to do is wait and see. Whether Israel is committing genocidal acts or is not, a ruling matters critically.
I would note that ethnic cleansing is recognized as a genocidal act. In that Israeli government ministers have been explicitly talking about a forced relocation for Gaza Palestinians, with the Israeli government reportedly negotiating with African countries towards that end, on that one point alone Israel might be coming perilously close.
