conditions in which they operate and we have no reason to think that they would be taking whatever steps just in order to try to violate on any on their of their International obligations and the issues values and principles which are very important for us as the European Union and for our relationship with Ukraine well in case some did not know Article 15 of the European convention on human rights provides for the introduction of restrictions on human rights in the event of war or emergency circumstances that threaten the life of the nation the curfew limits freedom of movement someone for example might want to sue the state because they were stopped at 2: a.m. and fined for violating the curfew law when in fact a person has the right to freedom of movement but there are no such understanding of a path towards a just and Lasting peace in Ukraine this should be the basis for a peace process among the invites are members of G7 G20 bricks EU countries of the global South and others three international organizations un OC and Cil of Europe will take part and two religious representatives are the Vatican and ecumenical patriarch of Constantinople the full list of participating delegates will be published shortly before the start of the conference what is clear already for now is that Russia is not amongst them the swith foreign Ministry noted that Switzerland has always demonstrated its Readiness to invite Russia to this Summit however Russia has repeatedly and publicly stated that it has no interest in participation Russia has not been invited at this stage Switzerland has always shown openness to extending an invitation to Russia for this Summit however Russia has said repeatedly and also publicly that it has no interest in participating in this first summit The Summit in Switzerland is intended to initiate a peace process Switzerland is convinced that Russia must be involved in this process a peace process without Russia is Unthinkable
