   Then drove into it again pinning it under the car. It its head had been in normal position his wheel would have been on its head.

20. The police officers involved should be suspended, not just "removed from front line duties". A farm vet or animal centre should have been called so that the cow could have been tranquilized and returned safely, rather than resorting to animal cruelty. The poor heffa must have been disoriented and so terribly scared.
