20. Now I'm no expert but that's a cooling tower….There isn't anything inside that that can burn. It's cascades hot heat exchanged water from heat exchanger from a reactor or boiler cooling circuit it's just steel and concrete. Unless it was filled with combustible material (A lot of materials) and the cooling system turned off then I'm confused???
