Interesting fact that these same citizens, while also partying, would not leave the streets like these back in their home countries. Maybe it's less about the culture of the people, but about the real chances of consequences.
My first time to Mallorca in April 2024 I observed that some parts like Arenal are completely taken up by Tourism mafia's, Euronet ATM's, German night clubs and bars everywhere. I even went to MegaPark where there are thousands of Germans in their shorts. It's like a German football stadium than a night club. Truely a night mare for locals of peeing on the streets and over tourism!

The big issue is the poor quality of the tourists. The “drinking holiday” tourists need to be deterred in any way possible. Higher prices and far more visible policing would be a good start. After all this sort of crass behaviour doesn’t happen in Dubai or any of the other UAE destinations.
The hotel owner's solution is… Greed? Germans are some of the highest paid people in the EU increasing prices will only benefit his pockets and won't solve anything else. Make Airbnb and short term rentals illegal or make the Airbnb owners pay a different tax than a regular landlord.
Imagine living across a bar and complaining about noise and tourists. If Luis doesn't like the noise, move.

Ugh. Looks like an American beach town. But people generally don't live on the "strip". I'd use it as a rental during the summer months. But those tourists look like they'd ruin your apartment. Sorry you're dealing with that.

When you say you want better tourists you may end up getting none at all.
I understand it's a changing world and that might be difficult for an older person to understand. That being said a lot of these towns survive on tourism and if you burn that bridge a lot of jobs are going to disappear literally tomorrow. Y'all better have a damn good backup plan before you irritate the tourist business
