Although he sounds quite direct, is there any chance it’s linked to the Right to Rent? I always included my nationalities + confirmed right to rent in my initial requests.
May have just been burned for letting to someone without a right to live in the UK. Or maybe having lots of enquiries from timewasters based overseas thinking a short term mease is as easy as AirBnB.
I have international students suffering from these regulations- but thetly are actually standard international rules (one has to prove a right to residency to sign a rental contract in every country I am aware of in the Shengen area of the EU, most US states and Japan, Korea in my direct experience)
By all.means report them but you may find there is a legitimate reason why they are asking this directly (nb this is similar to informing job applicants that only those woth a right to work in the UK will be considered) We get around 450 responses per job advert we place in my organisation and around 430 would be dismissed because we do not sponsor overseas applicants for immigration (we need staff now not next year after UKBA has got around to reading their CV)
Could have been worded better- “if you have a foreign passport you need to prove a right to residency under the law” for example

I think he is probably checking if he is a UK citizen or not. Sometime non UK citizen might not pay rent and run away to their country, it might have happened to this person before, so that’s why he asking that first.

It’s not illegal to specify a preferred ethnicity or nationality if you are having the person love as a lodger in your home. It is if you’re renting a whole property though.

They have phrased it terribly, but the clunky grammar in the opening message heavily implies that English isn’t a first language (and one that hasn’t been spoken/practiced for very long) and they could very well be concerned about Right to Rent like some other commenters have said.
But nevertheless there are much better ways to get that information than asking that😭
