Служба безпеки вперше в історії України викрила агентурну мережу воєнної розвідки Угорщини, яка здійснювала шпигунську діяльність на шкоду нашій державі.
Завданням цього осередку був збір інформації про військову захищеність Закарпатської області, пошук вразливих місць у наземній і повітряній обороні регіону, а також вивчення суспільно-політичних поглядів місцевих жителів: зокрема, сценаріїв їхньої поведінки, якщо на територію регіону зайдуть угорські війська.
За результатами комплексних заходів на Закарпатті СБУ затримала двох агентів із мережі угорської спецслужби.
Як встановило розслідування, куратором обох фігурантів був кадровий співробітник воєнної розвідки Угорщини, чию особу вже ідентифіковано Службою безпеки.
Одним із його агентів був 40-річний колишній військовий з Берегівського району, якого іноземці завербували та перевели у «режим очікування» ще у 2021 році.
За даними контррозвідки та слідчих СБУ, куратор «активував» цього агента у вересні 2024 року.
Тоді зрадник отримав завдання: вивчити настрої місцевого населення і отримати таку інформацію:
◾ яка буде реакція військових і цивільного населення Закарпаття, якщо в область ввійде миротворчий контингент, зокрема угорські військові;
◾ яке військове спорядження та озброєння можна придбати на чорному ринку Закарпаття;
◾ яка ситуація із міграцією угорського населення в регіоні;
◾ які військові сили розташовані на Закарпатті, чи багато транспорту і бойових машин;
◾ наскільки укомплектовані правоохоронні органи і яка їхня чисельність тощо.
Задокументовано, що після цього агент особисто розвідував розміщення Сил оборони та координати зенітно-ракетних комплексів С-300 у регіоні.
Після збору розвідданих він виїхав до Угорщини, щоб відзвітувати перед куратором. Для перетину кордону зрадник оформив довідку доглядальника за хворим батьком, який потребує лікування в іноземних установах.
За матеріалами справи, під час зустрічі угорський розвідник передав агенту готівкові кошти, які передбачалися на виконання поставлених завдань. У тому числі зрадник підшукував мережу інформаторів. СБУ встановила, що резидент намагався завербувати щонайменше двох осіб.
Формуючи агентурну мережу, іноземна розвідка сподівалася розширити діапазон збору інформації, включаючи отримання даних із прифронтових і фронтових регіонів.
У березні цього року контррозвідка СБУ задокументувала другу зустріч агента з куратором. Цього разу він отримав телефон із спеціальним програмним забезпеченням для законспірованого зв’язку.
Серед нових завдань зрадника було виявлення службових авто, які належать представникам Сил безпеки та оборони у Закарпатській області. Крім того, резидент мав знаходити та передавати угорській спецслужбі дані про втрати ЗСУ на війні та актуальні події із лінії фронту, і вже підібрав відповідний контакт у Силах оборони.
Ще одна затримана – колишня військовослужбовиця Сил безпеки та оборони України, яка звільнилася з підрозділу у 2025 році. За наявною інформацією, серед її завдань було інформування угорської спецслужби про наявність літаків та гелікоптерів у Закарпатській області, а також про оборонні системи військової частини, де вона проходила службу.
Контррозвідка СБУ задокументувала кожен крок угорської агентури і затримала фігурантів за місцями проживання. Під час обшуку у них вилучено телефони та інші речові докази підривної діяльності.
Слідчі Служби безпеки повідомили фігурантам про підозру за ч. 2 ст. 111 Кримінального кодексу України (державна зрада, вчинена в умовах воєнного стану). Зловмисники перебувають під вартою. Їм загрожує довічне ув’язнення з конфіскацією майна.
Наразі тривають комплексні заходи для притягнення до відповідальності всіх учасників агентурної мережі угорської розвідки.
Спецоперацію проводили за процесуального керівництва Офісу Генерального прокурора.

For the first time in the history of Ukraine, the Security Service has exposed a Hungarian military intelligence agent network that was carrying out espionage activities to the detriment of our state.
The task of this cell was to collect information about the military security of the Transcarpathian region, search for vulnerabilities in the region’s ground and air defense, and study the socio-political views of local residents: in particular, scenarios of their behavior if Hungarian troops enter the region.
As a result of comprehensive measures in Transcarpathia, the SBU detained two agents from the Hungarian special service network.
As the investigation established, the curator of both suspects was a regular employee of Hungarian military intelligence, whose identity has already been identified by the Security Service.
One of his agents was a 40-year-old former military man from the Beregov district, who was recruited by foreigners and put into “standby mode” back in 2021.
According to counterintelligence and SBU investigators, the curator “activated” this agent in September 2024.
Then the traitor was given the task: to study the mood of the local population and obtain the following information:
◾ what will be the reaction of the military and civilian population of Transcarpathia if a peacekeeping contingent, in particular the Hungarian military, enters the region;
◾ what military equipment and weapons can be purchased on the black market of Transcarpathia;
◾ what is the situation with the migration of the Hungarian population in the region;
◾ what military forces are located in Transcarpathia, how many transport and combat vehicles are there;
◾ how well equipped are law enforcement agencies and what is their number, etc.
It is documented that after that, the agent personally scouted the location of the Defense Forces and the coordinates of the S-300 anti-aircraft missile systems in the region.
After collecting intelligence, he left for Hungary to report to the curator. To cross the border, the traitor issued a certificate of a caregiver for a sick father who requires treatment in foreign institutions.
According to the case materials, during the meeting, the Hungarian intelligence officer handed over to the agent cash funds that were intended for the performance of the assigned tasks. In addition, the traitor was looking for a network of informants. The SBU established that the resident tried to recruit at least two people.
By forming an agent network, foreign intelligence hoped to expand the range of information collection, including obtaining data from front-line and front-line regions.
In March of this year, the SBU counterintelligence documented the agent’s second meeting with the curator. This time he received a phone with special software for covert communication.
Among the traitor’s new tasks was to identify official cars belonging to representatives of the Security and Defense Forces in the Transcarpathian region. In addition, the resident was to find and transfer to the Hungarian special services data on the losses of the Armed Forces of Ukraine in the war and current events from the front line, and he had already selected the appropriate contact in the Defense Forces.
Another detainee is a former servicewoman of the Security and Defense Forces of Ukraine, who resigned from the unit in 2025. According to available information, among her tasks was informing the Hungarian special services about the presence of aircraft and helicopters in the Transcarpathian region, as well as about the defense systems of the military unit where she served.
The SBU counterintelligence documented every step of the Hungarian agents and detained the suspects at their places of residence. During the search, phones and other material evidence of subversive activity were seized from them.
Investigators of the Security Service informed the defendants of suspicion under Part 2 of Article 111 of the Criminal Code of Ukraine (high treason committed under martial law). The perpetrators are in custody. They face life imprisonment with confiscation of property.
Currently, comprehensive measures are underway to bring to justice all participants in the Hungarian intelligence agent network.
The special operation was conducted under the procedural guidance of the Prosecutor General’s Office.

As a Hungarian, I am so sorry to hear this but I am not surprised. Orbán’s regime has acted as a Russian agent all this time, clearly, they are behaving in a despicable way, and I hope this will have consequences. The EU should know that half measures make the future only more difficult.
