Law enforcement investigators, in cooperation with expert institutions of the Ministry of Internal Affairs, will identify the deceased as soon as possible.

3. Ukraine has invested heavily in DNA-based identification and legal procedures to process remains.They have thousands of Remains, but to indentify them without Russias help is near impossible. Ukraine or the Red Cross has no access to Russian records. They give the Russians the DNA of the dead, and it is Russia that needs to confirm and recover their own dead. Without proper identification, Ukraine keeps the bodies. Imo Russia has reported far fewer confirmed identification of its own dead because it has been trying to hide the numbers since late 2022. It doesn’t want the Ukranian’s or the Russian public know the real numbers.

   But Ukraine isn’t trying to stop its dead from returning. You have volunteer groups like Black Tulip that work hard to return their fallen defenders, and their work is these 909 they helped to identify.
