With the help of many countries this is possible.
Daily attacks all across russia so they can see what war is.

Give ‘em hell, light up every air base, refinery, ammo dump, command centre, military installation and logistics hub.
Make those Orcs wonder ‘how this can be happening if we’re winning the war?’

Big swarms could be good especially with some out right distractions. Effectiveness is always the priority. So I don’t think wasting resources is good ever.
