Probably for the same reason that Tesco can’t put opening hours on their signs properly.
This makes it utterly unambiguous to people who don’t understand AM and PM.
Yeah you’re right 20.00-04.00 would make the most legible sense. I think there’s something to do with a restriction across 2 days that it must be described as 2.

I think it’s no motorbikes or cars between the hours of 8pm and 4am (except for access).
I hate “am/pm” on signs and no reason for it to use 2 timeframes.
The “except for access” is also redundant – the Highway Code already defines this sign as “no motor vehicles except for access”.
Imo it should simply read
**20:00-04:00**

A surprising number of people get incredibly confused when a period covering two separate days is written as 8pm-4am.
As for the why, I suspect residents got sick of people using their roads as shortcuts at night. Probably food delivery drivers given the hours.

This is probably in Streatham where it was meant to deter kerb crawlers.
Going South on Bedford Hill, all the roads to the left before you get to Tooting Bec Road had these signs for the reason above.
No motorbike stunts between 04:00-20:00 unless that’s the only way you can get out.
I drive down this road on my way home from work. When it first went up I found the sign very confusing!
There used to be a rule to write out the times this way so they don’t overlap two different days, because it was believed to reduce confusion, but it’s now allowed to just write “8pm to 4am”.

Trying to make sense of this while about to pull into the road- it’s almost intentionally confusing to maximise fines
because the middle part of the day is free – they do it by 24 hour period from 00:00-23:59(.99999999) so it starts at midnight and stops at midnight.
And you can drive down the street from 4am-8pm, presumably so you’re not using it as a rat run late at night.
It’ll be to do with how the Traffic Order is worded. But from the top down:

Then a supplememtary plate which specifices the timings of the prohibition as operating from midnight to 04:00 and then from 20:00 to midnight each day, except for vehicles which require access to the properties on the road.
The odd wording may be a hangover from when it coexisted with a different prohibition or restriction that operated on specific days which then required the Traffic Order to specifically mention midnight.

Not sure why it doesn’t just say 8pm – 4am though. Maybe because some people would get confused and think it meant 4am – 8pm.

The reason why is because, under the law, the sign has to show the time when the restriction is in place. If it does not, then the restriction is unenforceable.
Yes, I agree it would make more sense to write it differently. But if you do then the sign is meaningless.
That’s easy – you can’t jump over cars between 8pm and 4am because it would be dark so no one would see how cool you look
Because the road sign demonstrates the prohibition – there isn’t a sign for “you can drive through”.
You can’t drive through from 8pm to 4 am, but that’s across two days, so it has to be written as it is on the sign.

• Midnight to 4:00 AM
• 8:00 PM to Midnight
Exception:
• Access is allowed – This means if you’re entering the area specifically to access a property (e.g. you live there, are visiting someone, or making a delivery), you’re permitted to drive through.
I’ve lived near this sign for 20 years. If you can find me a road sign that is less enforced than this one I’ll be very impressed.

These fucking signs man. Each one is subtly different.
Genuinely a massive step down for UK road signage, which is generally top notch. When you’re driving through that area (near Tooting Common?) it’s a menace, you can hardly keep your eye on the road as you’re constantly trying to decipher these signs.
