Just world fallacy: the world is just so people suffering (like the poor) must deserve it.
First step: move the goalposts. Make every person re-apply for their Medicaid and verify worthiness, and… they know… even if every person is eventually confirmed and back on Medicaid, there will be a percentage (which will mean tens of thousands of people) that will either die or get into some situation in which they can’t re-apply and that will “save” hundreds of millions of dollars. They are actually banking on people dying to fund tax cuts for the rich.
