Note that, despite such a low approval rating, she isn’t in power just cos she’s an autocrat – rather she’s a conduit to collective autocracy. What does that mean? Parliament. They keep her in power cos she keeps helping them to further their own interests with impunity.

She’s still in power cos the Peruvian people hate their Parliament just as they hate the President. If you think your country’s politics is broken and all politicians are corrupt, at least you’re not Peru lol!

So despite the 2% approval rating Congress is even worse lol
I think Trump takes that title. She may be more unpopular in her own country, but hardly anyone outside of Peru knows of her. Trump on the other hand is reviled around the world even if 75 million dipshits in the United States voted for him.
If I’m not mistaken, Peru wasn’t happy with their previous presidents as well: Fujimori for example. Among those who served in that position, many lasted between a few months and a year (with some up to a week)!
Therefore what the OP claims, fits the Peruvian political scene…
