Can someone explain to me the guy filming was in perfect frame for the hit to capture it, is there early warning signs for citizens or do they make a certain sound when heading over

The 2nd and 3rd are pretty slow – cruise missiles? Is the 1st one a ballistic missile? It is going *much* faster then the others.

I think what happend here is that Russia missed Kindergarten #18 in Chkalova St, 1а, Lutsk and probably the school in Striletska St, 12a, Lutsk and without intent to harm and purely by mechanical failure hit a military target.
Very sad hope they get back on track (/s obviously)
