It’s horrible especially when there’s nowhere nearby to wash your hands. Luckily the last time I was getting off at Oxford Circus and the staff in Aesop were happy to help without selling me anything!
I know they tell you to hold the handrail but don’t listen to them.

I one tripped on them cut my hand open and the black dirt got into my wound.
I’m like 5% subway human now
Report it on the tfl website or to the station staff. There’d be a cleaner at that station and maybe they’ll do the thing of just holding a wipe at one end while the escalators running and it’ll clean itself within a minute.
I’ve seen them clean the hand rails before so it’s weird for it to be this bad. Even just people touching it all day would clean most of this off in a few hours. maybe there was works overnight at the station above the escalator and caused a load of gunk to fall on the handrail.
Bakerloo Line? Every time I travel on the Bakerloo Line I always get black dust on me even on my face. Somehow others around me never get dirty 🤔.
