I think it’s a mistake to even consider it an alliance. Russia never fought too hard for Iran and actively competed against it for control over Assad’s government. Russia also tries to maintain ties with Israel, a lot of Putin’s inner circle are connected to Israel or own property there. Likewise, Iran never supported Russia too hard, Russia brought the Shaheed license. Iran was basically just a convenient troublemaker for Russia whenever they needed one.
Russia could have sold Iran some nukes if they truly wanted to preserve it as an ally.
