Since forever. It’s how oyster works: it charges you at the beginning of the day, then adds and subtracts. You will get this refunded. I guarantee.
You can submit a claim to TFL for a refund. This is actually a mistake on their part and they should refund you. Their systems are meant to be able to cope with this scenario.
I had the same thing happen to me last year only I exited after 40 minutes as lots of trains were cancelled and the ones that did arrive were all to full to get on. It probably took around a month to get a refund though in my case it was a much higher charge than £2.10 so the question would be can you be arsed to make a claim for that.
Give it a few days it should be automatically refunded. If not call the hotline

I came here in 2017 and it was already like that. If you tap in and out right away because like me you’ve realised you forgot to take something with you – you’ll pay the maximum fare. I was told it’s to avoid fare evasion but I still don’t understand how that would work. You just apply for a refund via tfl website
that’s to stop one of the more obvious fare dodging methods.
you’re entitled to a refund. if it doesn’t come through automatically you can claim on the TfL site with approx as many clicks as making a reddit post, so it’s no big deal.
I by mistake tapped in with one and out with another and got charged £7!!! on both cards. Both stations were z1

Does the Oyster Card info on the TFL Go app show if you have a railcard linked?
Since that system was introduced. 2003 for Oyster, around 2014 for all cards.
tfl give you a 2 minute grace period if you decide to change your mind for whatever reason. i tapped in once but forgot something and immediately turned round and didnt get charged

This page also explains how you can get a refund. Presumably you paid for the bus by the same card, in which case it will be extremely easy for you to get your money back.

ive never gotten a response or refund to any one of my requests from their website that always is down for one reason or another

Clearly TFL think you timed it perfectly to go to Dondonald Road and back.
You get 1 “free” tap in and out of the same station per week, after that you can appeal the charge

You can dispute this and will usually get a refund. Be proactive instead of reactive for karma
You can pretty much just go on the website and ask for it back and they will give it to you.
The one they keep more quieter is if you’re actually delayed 15 mins on the network (Overground I think is longer) you can do the journey and get a full refund.
