  1. A bit of a b*tchf*st, where the author doesn’t identify the real heart of the problem. 

    Western countries don’t go after mega projects and fail at them and have cost over runs because of some sort of moral weakness or inability to see the bigger picture. They have mega projects with huge cost overruns that fail because it is very profitable for the companies that build them.  This is all about money, and in Western countries dominated by Big money politics, this is the result.
