I get what’s happening with her and others: they are fully terrified of Trump and his minions and his power to destroy them if they don’t fall in line, and know he will get back at them and get back at their district or state by withholding monies and projects and support. The Republican majority is paper thin, and even one dissenter will upend a bill, so the leadership falls in uncomfortable line rather than incur the wrath of the executive branch.

   So they vote fully knowing the horrors they are perpetuating, then backtrack when it does not matter, when it cannot hurt them. They are cowards preferring to present themselves as “duped”, but in their minds, they think they need to ride it out until a new administration or congressional shift happens.
