Neptun Deep is a strategic project for Romania, which will create important development opportunities for the country. The project will contribute to Romania’s energy security and independence, support the energy transition process and contribute to the country’s economic development. OMV Petrom and Romgaz are jointly investing up to 4 billion euros in total in the development of the Neptun Deep project.

Romanian Energy Regulatory Authority (ANRE) has granted the establishment permit for upstream supply pipelines related to natural gas production activities within the Neptun Deep strategic project.

This decision concerns the critical infrastructure linking the offshore block in the Black Sea to the onshore terminal in the Tuzla area, Constanta County, and marks an essential step in the development and exploitation of the most important natural gas field discovered in Romania in recent decades.

“The issuance of this establishment permit represents another important step towards the efficient exploitation of Romania’s strategic resources in the Black Sea. Neptun Deep is not just an energy project, but a starting point for Romania’s ambitious plan to become an energy security exporter in the region. ANRE remains firmly committed to supporting investments that are designed to transform Romania into an energy champion of Central and South-Eastern Europe,” ANRE President George Niculescu said.

 

Permit details

The permit was issued to the economic operator OMV Petrom SA, in partnership with Romgaz Black Sea Limited, following the analysis of the technical and legal documentation submitted to ANRE, fully completed by July 11, 2025. The total value of the authorized works is estimated at RON 3.77 billion (excluding VAT). The permit is valid until December 8, 2045, in accordance with the regulations in force.

Transmission pipelines from offshore to onshore Beach, cliff, road and railroad undercrossings Tuzla regulating and metering station (Tuzla RMS) Related infrastructure (control center, platforms, lighting, fencing).
